No Surprise this 'Diack' is from Senegal, where "unnatural" acts between persons of the same sex can lead to 1-5 years in prison. So he likely sees the Russian law about that is about "propagandizing" these behaviors as week compared to his own laws. Or at least as the next law he should work on getting passed in his home country!
